'By prior consent?'

Looking at renting a property, and it states on the info sheet 'no children by prior consent of the landlord'... Call me stupid, but what does this mean? Shouldn't it say 'no children without prior consent of the landlord?' Or am I barking up the wrong tree entirely?

i would like to know the answer .why would you have to ask your landlord if you can have children?
I suppose it should be "without consent" really.
