the advert on tv, about the national lottery, Man and woman in volvo, parked by the sea, deciding whether or not to go skinny dipping in the sea. Is the guy in the car, the same guy who was carter in er ?

Unless he has fallen on hard times, they are unlikely to offer a non-speaking part in a British ad to an American actor (presuming Carter was played by an American).

Noah Wyle's profile on IMDB mentions nothing about doing an ad for the UK lottery. I can't find a clip on youtube to confirm though.
