On UK television? Ofcom (the Office of Communication) is your best bet - http://www.ofcom.org.uk/

as IndieSinger says it's Ofcom for UK broadcast adverts. for non-broadcast adverts it's the Advertising Standards Authority. see www.asa.org.uk. out of interest, what advert do you want to complain about and why?
