Can i report my horrible evil and moraless neighbor to the rspca or the police for this?

My neighbor like a drink and is always drunk and abusive to everybody and she owned an african grey parrot. 3 nights ago she came in drunk and as both of our back doors were opened i could hear her taunting her parrot as usual when suddenly i heard a shrill scream, i then heard her crying and telling her friend to call an ambulance. When i went to the front my neighbor was sitting on the step with her mouth split opened from the top of her lip to her nose where the parrot had bitten her, so off she went in the ambulance and at 2 in the morning i was awoken by loud shouting, squawking and crashing sounds which lasted 15 min and then stopped. I was worried but have heard this many times so thought nothing of it and went back to sleep.
The next morning the binmen came and i went out to hand them a full binbag from my kitchen bin and saw the binmen peering at something, it was my neighbors parrot in the bin, dead and ripped to bits, this really shocked me.
I saw my neighbor later on that morning and asked her what had happened to her parrot and she said and had somehow got the cage opened and killed the parrot. This isn't true and it's clear that when she came from the hospital she launched a revenge attack on the poor parrot which has been getting abuse for years and gave her a well deserved peck.
No animal deserves that. Can i report this to the rspca? I wouldn't be prepared to testify in court against her as she's quite a scary character especially when drunk but would be prepared to give an anonymous statement.

so essentially as the crime has been committed by a fox in answer to your question "can I report my horrible, evil and moraless neighbor"(sic) the answer would be "no"

Disoatwork because i never had any conclusive proof she was abusing her parrot and also she mixes with some scary villainous characters whom i'd never want to tangle with.

You could have rung RSPCA and witheld your number....

Her back door was closed at this time as i had previously gone to smoke a cigarette out the back and before she came in i could hear the parrot squawking as usual and so the parrot was alive, the back door locked and her out until i was rudely awoken.
Still think a fox did it?

You're not really making sense Jenny.
You can report to the RSPCA anonymously no problem, but if she know you're the only one who saw the dead creature she's likely to figure out it was you if they come round to investigate.

Dido your point is? I always see people taunting their dogs etc.. but not in a cruel way, so should i bother the rspca and police constantly or allow them to pursue more serious matters?

Well when you were in a position to help the parrot you chose not too. Did you see her fatally maim the animal with your own eyes ?

No cazz but i saw large scratch marks on her hands and arms which weren't there last night.

That's an Irish saying....not that they pay heed to it....
It should be said that to disprove the fox claim would be difficult, especially without witnesses. Best of luck, but if she is guilty of killing her pet in a rage, she may have 'got away' with it.
My point is the parrot is dead and you did nothing.
The bin men could priovide evidence as to the damage done to the parrot...

Sorry though...I could never stand by if I thought an animal, child, or other vulnerable being was possibly being abused.
