Have you tried going outside with them? Have a few pieces of dried food in your pocket, shut the door behind you and when in the garden, play with them and don't go back in the house until they have been. As soon as they have been to the toilet, give them loads of praise and fuss and give them one or two bits of the dried food. This will help them want to go outside to the loo.
It is a bit like a baby going on the potty for the first time. You praise the child with animation in your body language and most do it with a high pitched squeaky voice too lol. A dog is like a baby. They have to be taught and learn these things.
Hope this helps and i know it is not great being stood outside when it is cold or raining so i suggest on these days, put a coat on or take a brolly.

If you are leaving them for sometimes 2 or 8 hours at a time they don't know how long they are going to be left therefore if they need to go they don't know the difference between holding on or waiting till you come home. I think you are going to have trouble getting them to understand that you are not going to be leaving them for 8 hours at a time. Can you get someone to go in and let them out in between so they get into a routine?
