My idea....Baby starts crying, parents too tired/drunk/drugged to respond, dogs alerted and go in to room smell baby smells and attack it.
Parents were handcuffed for a reason, They were probably 'incapacitated' in some way.

Because they were taken into custody as prisoners Mr aog.Arrested for suspected child neglect.
It is standard operationg procedure when escorting prisoner(s) especially in a vehicle for the safety of the officers.In this day and age officers may also be single manning but obviously not in this case.

Brought up in the correct way they are just 'softies'. They have got a bad name because certain thuggish thickies, train them to be nasty, and then swagger with them on a lead, to give the impression that their owners are some kind of tough guys.
