While he may have a point about the Taliban bringing a measure of stability to Afghanistan, this was, at best, very badly thought through. Whilst diplomacy can be key on the road to peace, politicians of influence, like Tobias Ellwood, shouldnt hesitate to condemn the suffering and oppression that the Taliban continues to inflict on it's own people.
There have been more than enough news reports to convince that the Taliban haven't changed at all. They are just reintroducing their oppressive ideology gradually in order to minimise opposition from civilised nations. The sooner they are disbanded, the better for the world, and particularly those people under their thumb.
I suspect the more destabilising feature was the Taliban opposing better political groups. That they now enforce their awful views on everyone and no one dare oppose them, is hardly evidence of them being a good influence. Not that there seems to be political calm in many such nations, and won't be while power groups feel aggression and violence is the way to personal power.
What we need to accept is that the indigenous population see a regime of their own, however oppressive that may be, is still preferable to having a foreign ideology forced on them by armed invaders.
Since once again, the Americans, like the Russians before them, have learned the hard way that military invasion does not work, the Taliban have done what they always do, wait for the invader to give up and go home. They are going nowhere, they are already home.
It may be possible to persuade the Afghans to change their repressive ways, bur that will only happen with communication.
People are rarely persuaded out of their point of view by invading their homes and pointing guns at them.

The reason I asked that question as to where you found this information I was reading an article just prior to your post and it doesn't paint such a rosy picture. The Taliban appear to be described as oppressors by their fellow citizens and that nothing has changed. Certainly No hearts and minds from what I have read.

Since the Taliban have returned we see two bodies hanging from a overhead gantry. Taliban justice. Hands are still cut off for theft. Women (not the men I note still stoned for adultery).
If that is an example of good Taliban PR then Allah protect the ordinary Afghan people where terror has returned to them.
