I don't watch that so I don't know if it applies, but I perceive it as a "young" characteristic (a bit like "like" for 'said")

This irritation is called an "upward inflexion" and is particularly common in Australia. Younger people tend to use it more...probably watching too much Neighbours!

It becomes more common as more people hear it and then use it. A bit like "like" "like" "like" all the time.
