I don't know whether you keep them indoors at night or if you just let them come and go as they please but i think that if you get one of the litter trays that have a 'roof' on it which has a cat flap it may be a good idea as it shouldn't get too wet when it rains. If you can, place it near the door outside and when they use it there you could move it to the place where you plan to dig the soil loo so that they know where their now loo will be.
Hope it works! :)

Hiya.
I agree, The Prophet!
I don't have a cat, but surely part of responsible ownership is ensuring that your pet "goes" in your own space, or space you can control. I understand that there can be factors limiting this, but there are ways round that, surely, eg. the litter tray, or the gravel idea?
I have to pick up after my dog everywhere I go, and do so, and it's a myth that cats "bury it" or "clean up after themselves"-my back yard is testament to that!
