pup using litter tray

This would prob be everyones dream if they had a puppy but not mine, at first it was brilliant i didnt have to go around looking for puddles but it has now come to the stage my pup has taken over the litter tray my cats will now not use it and how disgusting it is they like to use my lovely bath!. When ever i come in from being out i find he has placed his bones or toys in the tray, at first i found this amusing and thought bless him but now i cant get him to stop using it, he only 9wks not had all jabs yet but he does go in the garden but when left for long times he uses tray, no point getting two trays bad enough havin the one and i cant put tray out of pups reach no where else to put it, its a difficult one any ideas would be greatfull plz

Aren't they funny why do they do such strange things Megan is 16 weeks now toilet trained but has this strange thing with her water bowl she hits the water with her paws splashing water all over the kithcen floor . I can't remove the dish cos they have to have clean water Still love her though the litter tray is a strange one look at this link for cat training

Is it a covered litter tray?We`ve got one with a cat flap in it.
