The program name is urqRKBRk.dll
This can be for all sorts of reasons.
Maybe you tried to install a program and it did not work, leaving the program half installed.
Maybe you tried to uninstall a program and the uninstall failed, leaving it half uninstalled.
Maybe someone (or something) deleted the file urqRKBRk.dll but Windows is still trying to run it.
I have had a search on the interent for the file name but there are no hits. Can you double check the file name and add it here and I will search again.
Once I have an idea what the program is I may be able to help you install or uninstall it properly.

vhg ... look at the path ... users ....appdata .... temp ...
a vista machine .. trying to run from a dll in the temp folder??? .... not good
my first impression is that this is a partially removed virus
or if you are lucky a legit auto install that failed
urqRKBRk.dll won't google .... so it could be one of the hooks from some form of morphing malware (likely) .... or so new that it hasn't been described yet (unlikely)
as for what to do about it .... not a clue!!!
you could use msconfig or Mlin's startup http://www.mlin.net/StartupCPL.shtml
to see if you can spot (and disable) the startup entry
or fire up reg edit and search using the dll name and delete any registry entries that point to it.
(either way ... it seems too simple to actually work .... having said that ... what other choice is there?)
the last option is to drill to the temp folder ... create a new text document rename it to urqRKBRk.dll and see if finding a useless dll is better than not finding it
the final option is re-install vista (f11?)
