I know nothing about cats' paws but for getting those off myself I would try nail polish remover or something like that.
My Mum used to use butter for removing tar stains from my trousers, together with a lot of huffing and puffing!

Skin So Soft from Avon may get it off if you can find someone that has some. Otherwise I would go to the vets.
Are you sure that it is creosote as this has been banned from sale for some years now.
God, this brings back memories - when my late cat was a kitten he came in one morning, covered from head to foot in creosote - I didn't know what to do first - but I put him on the sink draining board on an old towel and covered him in Swarfega (I know thats not the right spelling) its the stuff men use to get grease of thier hands when working on the car).

It breaks down the stuff. Also have him checked at the vets, as if he licks it, he will get an ulcerated tongue.

My kitten did this twice - but it left him with a very sensitive skin condition.
Den's suggestion is as good as any for tar, and that is the correct spelling.
My cat once got covered in Turps (don't know how - he came home like that). I took him to the vet and she gave him a vitamin injection to give his liver a boost and I had to bathe him in mild shampoo several times a day till it was all gone. She said if he ingested it while grooming it could cause him severe liver damage. I'd get puss down to the vets ASAP.
As kids we used to play in melted tar on road and butter was the answer.
