lock them up in a cell not large enough to stand up in .. and weld the door closed .. never to be re-opened.
just use a small hatch for food, water and hygiene.

people who do this kind of thing scare me as there is something severely lacking in their grey matter, and they're not someone i'd like to meet on a dark back street.

That poor poor pigeon, not to mention the birds they're hoping to catch with it :-(

No Tilly, it's about pigeons being covered in poison and tied to stones to attract peregrines, in particular, to kill them
