B00, the RSPCA's main office is concerned primarily with education (packs for schools, school visits, etc) and with campaigning. I believe there's an overseas operation as well. It is quite shocking that small shelters are self-funding, but it's true.
Very shocking to be honest Kiki, just makes me loathe them even more if truth be told too!

I very wrongly assumed, main office received all the money, and duly doled it out to their centres.
But head office has to do the education in schools of how animals should be treated in the hope of stamping out future cruelty. And the campaigns. Someone has to try and tackle it at source don't they? The branches certainly can't afford to.
And don't forget the RSPCA officers bring private prosecutions of those who are cruel or neglectful. That costs a lot of money.

No other animal charity in the UK has such a wide remit.
