Can Dogs See A Television Picture?

I know dogs can hear the sound because we once had a collie and he was always interested in the TV when 'One Man & His Dog' was shown.
But can a dog see a picture?
I am interested as my partner has just heard on the radio about Doggy TV in America where you leave the TV on for the dog when you are out!!!!

Yes my 'Mute watches telly, and eats biscuits while he's doing it :)
LOL Boxtops. My cat used to like watching the snooker, and when a ball was potted he looked for it behind the telly. My dog however has no interest in the TV. She just spends her time putting as much excrement as possible in the garden.
I thought they couldn't see in 2D. So wouldn't recognise a photo.
I've heard that before but thought it was up for debate. Not really sure. My lazy object lies on the sofa and watches telly but his face might just be pointed at the sound since the sofa faces the TV.lol

I think they recognise it on telly, as it's moving, but doubt they could make sense of a photo.
