We (stupidly) got boy #2 and girl a tropical tank each - always something needs doing. They go green, stuff dies, babies are born, babies get eaten, plants go mental and take over, etc, etc. Good luck, x (ps - himself is in charge of tank maintenance so I blame him for the fact they don't look show room perfect all the time.)
Neons/fighters are tropical fish, not coldwater ones.
If goldfish are not your bag, you could get some White Cloud Mountain minnows. A nice small fish not much over 1 inch long so you can have 6 or so in a smallish tank. With coldwater plants, you might even get the occasional babies as they don't seem to eat the young as ravenously as the tropical small fish. They will easily survive the winter inside without a heater, although they do better with a 20° minimum temp.
There are some quite cheap small internal filters available now and providing you use good fishkeeping practices, the tank wouldn't need to be cleaned much.
