I have the same problem occasionally melv particularly when the stream at the bottom of the garden is flooded. Traps are a pain, the poisoned grain is safe if you put it out in the evenings and retrieve it in the morning, cats will not eat it. My trusty air rifle is used for the pesky blighters that attack the bird feeder or come to scavenge under it. I am not allowed to use it when 'She Who Must Be Obeyed' is home. I once had a problem with my compost dalek too, and had to mount it on flagstones to prevent the rats burrowing under it. It is a pain is it not?
Put anything edible up on shelves (so everything) put poisons in the shed where rat can access it, "Neosorexa" if you can get it, its readily available in farm shops. dont skimp on it!
It is safe to put it under the shed. The poison consumed by the rat will not affect any cats that were to eat the rat, so dont worry. You dont get secondary poisoning with most modern rodenticides. The easiest way to get it under a shed is to put poison in plastic bags and push it under with a stick, rats will soon chew into the bag!
