Help!!! Find This Game! -It's One I Played Early 2000's. I Have Blurred Images Of The Game And Never Completed It:

It was a pc 'point and click adventure game
The game was in cartoon format.
The main character was a mouse with a round/pointed face with red hat. His accomplice was a blue dragon fly (maybe bluebottle) which wore nerdy glasses.
The game started with an intro at night time where a man trys to make a claim on someone's mansion (a man with a monocle). It was somewhat dramatic and dark.
You had to move around this mansion to find an item to 'solve the situation'. Every time you moved screen, a candle burnt down and once out, you failed. You could refill it with wax by finding constellations on one of the screens.
There was 2 editions to this game I can remember. One was based in a colourful park and one a dark mansion.
I know in the park version you had a bag to carry items in and you used a pin to pop an annoying bee.
I'd be really, really grateful if anyone can give me the name of this game
