We bought a harness for him which we could pull back on without harming his throat, got that bit sorted, moved onto a collar, not too much problem with that move. He is now fine with a collar and lead, and when away from traffic he can be safely let off without any problems.
I found part of the training was to turn around and pretend I wanted to go other way. Then if she started pulling again I would turn again and start to go other way again. In the end she realised she had to stay with me as she didn't know which way I was going to go.
It was quite funny at first, although a little frustrating, as we could be outside the front gate and not get more than a few yards at a time.
