I'm sure given time he will learn to trust you and come out of his shell. When I brought Tigger home from Battersea she hid from me for several weeks, only coming out for food and litter tray. After a few months she started to trust me and come near me. Then the sleeping on me phase kicked in :o)
I'm not sure what their background was. They were in a pen together so I assumed they came from the same place. Both were very scared but more so Tigger. I don't know if they'd been badly treated.

He's getting braver...ate a ton of food last night, didn't run and hide when I came into the lounge as he stuffed his face ;))
We looked at each other, I spoke to him, he continued eating.
Left a nice pressie in the litter tray over night...and made use of a large armchair. It was covered in fur...yay!
Brilliant Pasta, he's a crafty little chap. My sweet rescue b&w boy I had to PTS at 4 years old last year loved me to bits but wouldn't sit on my lap. He would jump up next to me on the sofa and nudge me for strokes but even if I picked him up onto my lap he would get off again immediately. Funny ain't they;-)
