It can mean a number of things. Maybe her claws are too long, or the fur between her pads, which may be the result of too little exercise. These will irritate her, and she will chew at them - ask your vet to check her claws, and clip them if required. She may be bored - does she have enough stimulation? Again, regular erxcise is important, and a good diet, and some toys to play with to keep her occupied.
