As the weather becomes colder the fish become less active and do not need all the nutrients in temperate food. The cold water is wheatgerm which is enough to sustain the fish in their torpid state.
From your previous post I gather you wish to mix cold water and temperate water fish in one tank. I've done this and just put a pinch of cold-water food and a pinch of temperate (or tropical) food into the tank and let them get on with it. They were fine.

i dont want to mix cold and temperate i was just wondering what the difference was
Why? If you have temperate fish why are you asking about cold-water flakes?
