Can You Get Arrested If You Let Your Animal Walk Into A Neighbor's House? Thus, Having No Responsibility?

Unrelated questions to the other questions that I ask on here. I willl have my Mom be notified and pictures of this cat will be brought up to the court. I'm calling the animal police to have that Cat confisgated from them. My neighbors' are real scumbags and they parkED their UHAUL truck that took half of the ENTIRE STREET and took everybody else's parkED spot. Should I call the cops because of this dirty animal?

Here in the UK it's most definitely not an offence to let a cat wander into a neighbour's garden or into their house. (My three cats sh/t in my neighbour's garden every day. He just has to live with it!). I find it impossible to believe that the law is very different in that respect in the USA.

^^^ As Bob says, here in the UK anyone can legally walk into someone else's home as long as they've not got any criminal intent:

In theory, Humans are supposed to be more intelligent than Cats and we are expected to make sure that cats can't access our properties or use our gardens as toilets.
Alas in real life cats are much more intelligent than the average human being and they have the right to roam legally. If another person's dog attacks you this may be seen as a criminal act. If your neighbour's cat attacks you then there is nothing that you can, legally, do.
