This depends on the animal concerned...

Human hair does grow very fast, but if you take a cat, you will notice that they malt and shed fur a lot. Cats that do this will have a faster rate of fur growth as the old hair is replaced.
On the other hand, a hamster does not malt often and its fur grows slower.

Also, with fur, the colder it is the faster it grows.
