It can be treated with medication, but basically, anything that can distract the dog, i.e. giving him something to chew, or doing a bit of training and getting him to lie down or sit on command, will help take his mind off it. Most important is enough exercise, particularly if he is a breed that was bred to work, such as a collie or gsd. Staffs also tend to do this a lot.
This can be quite funny in small doses, but it can get to the stage where it drives you mad and the dog won't take any notice of anyone or anything and even tries to bite or eat the floor or wall where the shadow is.
So try distracting him and giving him something else to think about.
