For more on marking an answer as the "Best Answer", please visit our FAQ.I got an 8-week old whippet puppy last year and while he would hit the paper every now and again, he wasn't particularly fussy about where he urinated and I spent the first few weeks on my hands and knees scrubbing the carpet.
Perhaps being extra vigilant for a short period will help - when you see your pup sniffing and circling lift him/her up and move to the pads or paper as quick as possible...cue lots of praise and a treat maybe. we had the paper on the floor by the back door and did this intensively for about a week, before he began to go to the paper on his own every time. at the age of about 12 weeks he would stand at the back door and ask to go outside to the toilet!

and click on Behavior and read Potty training article, this will tell you all about it, when it says take them out, just go to pads if that's what you want to train them to do, going outside is better, but everyone is different and you may not be able to take him outside every time he needs to go. Dogs become surface specific, if you have them only go on pads or grass for the begining of their lives then they want to go on that surface , but if you train them to go on different surfaces no mater where you are, then they will go no mater what is available for you. I have mine trained for rocks, grass, dirt, asphalt, concrete, only on paper for emergencies, like, she is sick and can't make it and I can't pick up an 80lb GSD to go outside. She was downtown with me and had nothing but concrete and street, she went when I told her to go, so you see the advantages of teaching them?
