If your talking worldwide, Id say its the barn owl, its apparently found on every continent.
In the UK as a whole then I'd agree about the tawny owl.

Tawny owl is the is the most common owl in uk around 20000 pairs but has been declining. They are the only owl that makes the charactaristic twit-twoo - a duet " twit "by the male and "twoo "by the female, they mate for life..They are the most common in europe too.

The barn owl is one of the most widely spread and is to be found worldwide, but Skylight is right about the tawny owl being the commonest within the UK.
What about F-OWLS?

Battery farms up and down the country are breeding fowls for our dinner tables. I'm sure there are easily more than 20000 of them.

Barn Owl?
Just to be pernickety, Barn Owl is found on all but one continent (none in Antarctica, yet). Did like that Teat Owl, though, very good.
