How can I get my budgie to talk to me???

You have a better chance if you are female as budgies respond best to higher tone voices! When you are out leave a radio playing. Don't put shiny toys or mirrors in cage as budgie will think it has a friend and not bother with any other stimuli. Talk to your bird lots. And then it's down to luck - some birds do, some don't.
Does it have an effect if the bird is male or female or am i thinking of canneries
Depends on which kind of cannery I suspect. I am not sure the gender matters if you are canning tomatoes, but it could if it was tuna. I'm no expert though.
Traditionally, cock birds talk better than hens, but individuals do vary. To train your budgie, wait until it's almost dark, then sit by your budgie's cage and repeat the phrase you want your bird to learn slowly and clearly, say around twenty times. If your bird is the talkative type, it will eventually mimic you, but you need patience, some take longer to train. What ever you do, don't whistle! Mimicing birds pick up whistling really quickly, and then you can't get the perishing things to stop!
