This is still very young, and it will only be a matter of weeks before she learns she can go elsewhere. Look through some questions on here, and you will see people asking about puppies of 6 months who are still not that clever!
She knows that she gets positive reinforcement for using the paper. This means that she will use the paper whenever possible because she wants to please you. Dogs are great discriminators so try taking the paper out into the yard with you and seeing if she will use it outside. When she does (any you will have to be patient) praise her like crazy. Keep this up until she will pee on paper outside with regularity. Then gradually start removing the paper. Make the piece smaller or however you want to do it until she will urinate in the correct spot on the yard. When she figures out that grass if for peeing on then she will probably give it a go on walks as well.
I have had many pups and have found that having small cubes of cheese in my pocket works wonders. Whatever you want the pup to do, or when it does something you atre pleased with. A lot of praise and give it a small cube of cheese. it tastes nice and smalls nice.
The fiorst thing I teach is to sit, I say 'Sit' and press gently on the back and as it sits I praise and tell it 'Good boy/girl' then give it the cheese. after a short time it will sit out of habit. so you can stop. people often asked me "Has your dog got a magnet in its bum?. Love aqnd reward works wonders Good Luck
