Cat pee problem

My male cat is almost three years old, he has had the chop and lives with me and my boyfriend and our female cat who has also been done.
If the weather is ever really bad, recent snow and heavy rain then he refuses to go out and if we shut him out then he howls, well anyway...instead of going out to pee he will do it in the house, not just on the floor but always on something like clothes or the bed, it drives me crazy, there is a clean litter tray in the kitchen but he wont use it, he knows how to use it because on the odd occasion he will go in there to poop which he never does in the house.
The worst thing is that he waits till your in the room and stares at you as he pees all over my your favourite top.
What do I do? It is like he is taunting me.

There must be a reason that he chooses not to use the litter tray when the weather is bad. Have you tried moving the tray to other locations as cats arent too keen on using them if they're in a busy place (like near a doorway or anywhere thats used alot) is it a litter tray with a hood (a roof)?. But apart from that cats will only do something on your bed or clothes if traumatized in some way. Has anything changed recently? a new baby? Have you had both cats for awhile? Could he be upset about being shut out for abit when you were trying to encourage him to do his business outside? Try giving him loads of extra attention, lots of loves and strokes (yeh I know its really hard when you feel like throttling him for peeing all over your bed) but the more upset you may get with him the situation is likely to just get worse. There are lots of very good cat welfare sites on the web, have a look and see what else you can try.
You're absolutely right there wolf, I forgot to mention that and its quite important. Ive walked into many a house and spotted the cat food just inches away from the litter tray (I think its down to folk trying to keep all the cats stuff together). Its always worth experimenting abit when these problems arise. Trying things in various places until hopefully you find the place that suits the cat. (Bloody pests they are at times, good job we love em hey!)

I've had similar problems and had to get a behaviourist in eventually..... Sounds like he is not just having a pee - but also marking things with his scent. From what I understand, this is a security thing with cats - the more they smell their own scent, the more safe they feel in their own home. This links in with the other answers - sounds like something is upsetting him - could be your other cat, could be that he has looked out the window and seen another cat in his garder - his territory. Make him feel as secure as possible and make sure u remove his scent totally or they top it up! A good product is Petfresh but quite expensive - well worth the investment as the bio wash powder/surgical spirit suggestion never works.... Good luck.
