Welcome - here is a link to info on cleaning tanks. You can also find lots of info on the site.
Ask at your local pet shop i always find the staff at 'Pets at Home' to be really helpful and full of all kinds of info. We used to have fish but i can't remeber how big the tank was but it does help to have a pump as it saves on cleaning as changing the water can distress the fish, obviously it still needs to be done but no where near as often as without one. You'd have been better getting cold water fish if you've never had fish before they are easier to take care of. Tropical fish have to have the right environment, My suggestion by a book, they'll be much more you need to know other than wether you need an air pump or not.
