builders big hole outside my mums house

My mum lives in the 2nd phase of a housing development and her house is near the 3rd stage which has recently started, the builder has dug up a huge hole on the pavement outside my mums house, he said this would just be for a few days but its been weeks, he's laid a metal fence parlt over the hole (and on my mums garden wall) I'm concerned that this is a huge health and safety risk especially as there are children living in the street. I've contacted the local highways department of the council and was told that as the 2nd phase road has not been adopted there is nothing that can be done.
Please can anyone suggest what we can do? I don't want it to be left until someone falls and does some serious injury

Builders big holes are a real problem. They should supply them with belts.

Sorry - this is a serious Q - it may not be a highways issue, but it's certainly a Health & Safety one. Local council - possibly Environmental Health. :o)

If your council won't look into it get onto your local MP.

talk to enviromental health.
talk to the law.
talk to the company that authorised the hole digging.
if the road is private, it is still owned by someone...
holes need to be secured and made safe by the company that dug them...
its not a simple case of it not being council owned...
someone HAS to take control !

v.important how deep is it and how close is it to your moms walls ( im thinking about the party wall act here)
can you make the sizes reasonably accurate ta

If this has still not been sorted, talk to the local Health and Safety Inspectorate. NOW.
