cupressus sempirvirens

could you please tell me what is wrong with my cupressus , its seems to be dieing , the trunk has turned all black and sooty looking. its about 5ft tall and ive had it for about two years. it has been healthy un till this year , the bottom leaves have turned brown does that mean its dieing or can i save it ?

If it's close to a neighbour's property, it could be dying... from weedkiller. A tree that size should be well established and is not likely to be suffering from lack of water.
