When I was looking, I rang local breeders of various breeds that I was interested in & all of them were happy for me to visit & meet their dogs. It gave me a great chance to ask questions & see the dogs up close.
Another good place to go is the event "Discover Dogs" (I'm not sure when it's held) because it has an example of practically every dog & you can again ask all the important questions. It's vital to do all this research cos as they say...A dog is for life..so you need to find the one for you.
One of my favourite little dogs is the Papillon...fantastic perky little intelligent dogs & great companions.
I have always had larger dogs until I adopted my Yorkie from an animal home. He is adorable, follows me everywhere and loves cuddles. He is also amazingly well behaved in the car and when out visiting friends and relations. What is also good is that he is not yappy. I never thought I would get so fond of a little dog, but if all Yorkies are like him then I would recommend one. P.S. I am told from a reliable source that Westies are badly behaved and can be excitable and aggressive. Can't back this information up, though.

You will answer some questions and it will lead yo to the purfect (Opps we are on dogs!) dog!
I wanted the same thing, and I got a chihuhua. They are easy to take care of because they have short hair and don't require alot of grooming. My dog follows me everywhere I go and she is very, very spoiled. She is like my daughter instead of my dog. I don't think that she even realizes that she isn't human. lol... However, I wanted a maltese; but I had a hard time finding one. Maltese are very affecinate dogs. My aunt had one for about 10 years. They are a lot like yorkies. My mother has raise yorkies all of my life though, and I love them. That was my first choice; but I didn't want to have the same kind of dog as my mom so I changed my mind. But, yorkies have to be groomed all of the time because they have such long hair. I can't really say which would be best for you, because I do not know you, but I have given you the advice that I know is best for me to give.
