why does a dog turn 2 or 3 times before they lay down

In the days when they slept outside in the grass, they would check that they were on level ground & check for untold other dangers.
Habit - when in vegetation or fluffy beds, dogs do this to bed down the materials to form a compact base upon which to lie.
It's only the same as us humans when we go to bed. We sometimes toss & turn before we get comfortable!
It's no different to me turning over a couple of times, scratching my ar*e, fiddling with my nuts, & settling down with my kn*b nestled up against my wifes b*m.
Before dogs and cats became domesticated, they would turn round a couple of times before lying down to make sure that there were no snakes in the grass where they were going to sleep.
  i am sure i read that they to it to curve their spine so they can lie curled up in a wee ball 1/2 their normal size!
it is a legend from a fok sroty they do it because they remmbre the adveture
they only turn 2 or 3 times because they cant count any more than that
