I have a peony that does not flower

I have 3 peony bushes in my garden. All three are about 10 years old, two of them are fine and blooming well but for the last two years one of them has grown but not produced any flowers. All three plants are in the same long boarder, all three are given the same feed and care, so can anyone tell me why this plant is not flowering and what I can do to produce flowers next year

Perhaps overs the years top dressing may have affected its depth. It may be worth lifting and replanting at a shallower depth. However the disturbance may cause it not to flower in its first year so you wont know if it has worked for two years
