Is it possible that humans that are classified as midgets, dwarfs and the like are actually old genetics from another extinct human species?

No. Most (in fact all) cases of dwarfism are the result of either a heritable or acquired disease. The fact that if treated in infancy the "dwarf" will grow up normally, and has the same genome as the rest of humanity rules this out. IF you give medicine to a donkey, it doesn't turn into a horse.
