Help with a noisy neighbour please!!!!

Please can you help me.... a colleague is being driven insane by a really noisy neighbour. The old lady dowstairs is harrassed by her mentally ill son who visits her frequently.
He doesn't live there but visits late at night (sometimes forcing his way in if she doesn't let him in) and he slams doors constantly and continually for HOURS. Last night he started at 4am and went on for 2 hours.
My friend is exhausted. She has tried the Council (not interested.. its a police issue) and tried the Police (not interested its a Council issue) and also spoken to the Mother (who feels suicidal! and cries all the time as she doesn't know what to do) and his Social Worker (who thinks he is not insane when clearly he is!).
The mother who he visits late at night is the owner of the flat not a Tenant so cannot be forced out.

Who's job is it to help with this?

I thought the Council had to as it is an anti-social noise issue but the Council say "It's normal household noise" - which is mad as it clearly isn't and goes on for hours in the middle of the night.

what exactly is OVER-REACTING then huh?
He is mentally ill and and has assaulted his mother and smashes up her flat! Keeping the people who live above awake for half the night!

The mother has said she wants to kill herself!!!!

Its a real problem - now be constructive or go!!

Drastic action needed here. I assume she has kept a record of the noise - dates and times.

Next time she needs to go downstairs and ask them to stop the noise while it is happening.
If it doesn't stop she should then phone the police and tell them she is very frightened - she asked the neighbour to stop the noise as it is disturbing her sleep and he hasn't stopped and she feels threatened.
Next morning she should telephone the social worker and the council and report it.
She needs to do this every time.

The trouble is the COuncil are not remotely interested (Env Health Dept) even though I think they SHOULD be and tell her to call the police and the Police tell her to call the council - no-one seems to want to get their hands dirty with it!

She is going to call the Social Worker again today to complain to her.

Your original question does not make clear whether the property occupied by the neighbour is owned by the local council, or whether it is owned privately. If it is owned by the council then they clearly have a duty to do something about the nuisance caused. They have the power to serve a Notice to Quit upon the offending neighbour and they clearly should do so. Try taking some advice from your local Citizens' Advide Centre, or Law Centre, (their advice is free) and take it from there. Nobody should be subjected to living in such conditions as you describe. I hope you have some success and well-earned peace and quiet.

I strongly recommend you tell your friend to take action as I described - let her become a nuisance to the police, the council and his social worker.
She should tell the police she is frightened.

Next time the door slams phone the police and say you think it's gunshots - that'll get the ball rolling..
