I don't see why not, providing there is plenty of space. Just remember that if they are proper quails (not californian quail) they will roost on the ground - probably outside. If the run is open, a bit of shelter at the side would be beneficial as they roost leewards of a tree or vegetation in the wild.

With the smaller quails, feeding might be a bit of the problem as they require expensive bird millets which the large chooks will gobble up too.
