Do all job vacancies have to be advertised? My children's school has recently employed a lot of new teaching assistants, none of the vacancies have been advertised. All the jobs have gone to parents who were helping in the school. Is this allowed? It seems morally wrong to me.

It is allowed, I agree that it isn't morally the right way to go about it but there is no law against it.
Most state-funded schools have an agreement with their governing bodies and the local authority, that appointments below certain levels are up to the head. The real issue here is not the fact that they are parents, it is how good they are at doing the job. Focus on that element and then if they can't deliver, raise it with the headteacher.
And if you fancy a job at the school get on the PTA ro governing body that way you get the lowdown on whats coming up.
