I have two Hydrangea in the same bed. This year one flowered but the other didn't. Does anyone know why? Why?

I'm no expert and I don't know where you live. I'm in Surrey and I have a bed that floods, in which I have hydrangeas because they don't mind getting their feet wet. This year they haven't done at all well. Next year perhaps yours will do better (mine too!) or maybe one of yours is dying. Next year should tell.
