I have a 4 month old sheltie and I am a bit concerned about his tall which curls over his back and doesn't hang down. Is this normal and if so when will it drop.

The tail should hang down, although some do carry their tails over their backs when excited. It is a fault in the show ring, but for a pet it doesn't really matter. Maybe this is why the breeder sold this one, did the parents have tails that were carried down? I would say if it is permanently over its back it is probably set on too high and will not come down.
