Not if all he could be shown to have done was wave the stick at the dogs, without hitting them. If he didn't provenly hit any then the RSPCA has no case sufficient to justify the prosecution (of anyone who does so, prince or not.) in this case That appears to be the position

There were photos online in one paper of him actually making contact with the dog, and it cowering. No other dogs in sight, so cant see how he was splitting up a fight.

I am sorry but the royal family really are a bunch of fools. I suppose the rspca cant do anything as there isnt any proof that he actually hit the dog, although it looks like it to me.
