Try cooking some liver and chopping it up, or chopping up bits of cheese. Snuggle one piece between the bottom of your thumb and your plam just to the point where pup can't quite get to it, but knows it's there.
Walk him along, with the lead on, with your hand down so it's near his muzzle and he will follow you because he's more intent on the food than the fact he's walking on a lead.
Repeat this process, gradually without any food snuggles in your hand and he'll have got the hang of it.
Worked perfectly when my old dog was a pup.

Hi bigbus.How is your pup with other dogs? It's just that Lottie was the same at first but I asked my friend if we could go out with her and her 2 labs (her half sisters).She just followed them because she wanted to be with them.Same theory worked when we let her off the lead.It was easy because Ellie and Tegan came back straightaway and Lottie just followed.She has learnt some brilliant behaviour from her obedient big sisters! Let him wear his collar indoors, then tie a short piece of string to it and let him trail this round. Then progress to a lead and just let him get used to mooching round at home with it on (watching in case he got caught up). When he wants to play or eat just catch the end of the lead and follow him round not putting any pressure on the lead. Hold his food bowl in your hand and let him follow the bowl, he will soon get used to walking with the lead on. Graduate to the garden when he needs a wee, and again let him take you, following holding the lead. Using the titbits mentioned above call him to you or get him to follow your hand and he will soon be doing it without realising. If you drag him he will plant his bum and it will be much harder. Lots of praise and titbits when he is walking with you.
