recentley sent a question about my conure going bald on back,the answer i got back that he was plucking himself for a number of reasons,the question is if i find out why and stop him from doing it will his feathers come back

Yes amriches they will grow back, hopefully you will find out why he is doing this.
I havent seen your previous question but I'm guessing you have been to a vet for advice? if not, can I recommend you go to an avian vet in your area, they have so much more knowledge of birds than your every day vets.

Here is your last question.

I once had a Lorikeet that had a blood disorder that must have made its skin itch. It plucked itself to the point of bleeding and actually destroyed the feather follicles, so never regrew feathers. This is rather rare though, If the problem has been diagnosed and fixed.... yes, the feathers usually grow back.
If the bird actually plucks the feather out, they will grow back quickly. If the bird chews the feathers - this often happens - the feathers won't return until the next molt.
