african gray help

My husband recieved a African Grey parrott for our anniversary in Feb of this year and he is continousally plucking his feathers out.  Although sometimes he will get a good tail going and then the next thing you know he has plucked them out.  My husband spends all day with this bird, Its not like he is not spending time with it  he is and now he is actually making himself bleed.  he has been checked for mites, fleas exc. and nothing is on him that is dectable please help we are at out wits or do we have a sycotic bird?  He is a wonderful talker and whistler and my husband loves him alot we need help.  Thanks Leigh Elsey of Sturgis
