neutered tomcat still 'up for it'

I have a 3 yr old neutered tom cat (he was 'done' at 12 months old) - and a 15 month old female cat who has 8 week old kittens. It appears that she has come into heat again and twice I have found my tom doing the business.
Initially i thought he was messing about, but the second time was definite penetration, yowling from the female cat etc.
Now I'd have thought that he wouldn't be doing this as he is neutered - or is it because he got done at a relatively old age?

My tom cat is basically a big kitten and shows no desire to have 'fun' with his sister. This is good because she would kill him - sibling love!
