I am trying to idenify a bird. I don't know how tall it is,but it has a rust colored tuft with some black and white tips. The beak is long ,slim and curved. The face and shoulders are rust to light brown.The wings are black with white horizonal stripes.The lower part of the body is black with some white. Thanks to anyone who can help.

From your description it sound like a Hoopoe.
It's very late in the season for these. Where did you see it?
