For some reason I've completely forgotten this! There is an animal that lives under the water, mammal I think, and is quite reminant of an elephant - has elephant like legs - and also a bit like a seal! I think they are herbivores and graze the sea bed in shallow waters..?

The 'elephant like legs' has me stumped. All other clues clearly points to as answered above, Manatee/seacow or Dugong.
