Can i set up my own sponsored event?

A few months ago, the headstones of my son and brother were vandalised. I am unable to easily find the money for the repairs which will cost between £800 and £1000. I want to set up my own sponsored events, a cycle ride and several people are going to have their head's shaved, all to raise money to help towards having the headstones repaired. Am i able to do this alone or do i need to seek some sort of permission from someone/some people? I want to do this as soon as possible and would be grateful of any help/advice!
